Personally I think its between Temari and Hinata.

Pre-time skip, definitely Temari. However, in the time-skip, I'd say it's either Temari or Sakura. We haven't really seen Hinata, Ino or Tenten fight in the time-skip to decide.

There all very skilled ninjas but I think that Temari is the strongest basically because shes a jounin and thinks strategically when in combat. Her jutsus are very powerful mainly because she controls the her wind type with her chakra. Temari is the strongest.

No, i will't answer your first question. Sorry, i dont have any concept on who've a overwhelm on Ino. No Tobi isn't Obito, he's Madara. No Sai does'nt meant it, he does'nt choose to be punch with suggestions from Ino (like Sakura did) so he centred visitor if he stated eye-catching to her she gained't punch him.
