I would not necessarily recommend against it. You have to weigh the pros and cons of the particular situation and form your recommendation based on the value and cost.

Too much concrete and and certain diverting of existing drainage paths can reduce the recharge rate of the aquifer. With extreme surface change over significant portion of the recharge area, the amount of water returning to the aquifer will be significantly lessened, and over time the aquifer will deplete.

Finding new water sources for the community may be difficult and expensive, or there may be deeper aquifers available, and the cost of changing to them may be well paid by the value of the development and urbanization.
