Both.
He will be fluent in both languages and the language centers in his brain will be more fully developed.
There is a period in early brain development where human brains are particularly able to learn language - whatever you can cram in during that period - will stick, and become a part of the childs cognitive structures.
Teaching a language AFTER this period becomes MUCH more difficult, and far less effective. That is only one of the reasons why waiting to teach forign language untill Highschool as we do in the US is such a travisty.

Baby will speak both. However, babies exposed to more than one language begin using their words about 2-3 months later then the average baby (12 months), and that is normal.

From what I have seen, babies raised in bilingual households are totally bilingual. I think it's wonderful, and adorable to hear little children running around speaking in two languages.
If you talk to him all day long, of course, and every one else only occasionally, then he will speak more English than Chinese.

How wonderful that a child will grow up naturally bi-lingual, The brain is a marvelous organ that with 'magically' decipher the difference. He might get a little muddled, but hey, no problem! I now live in in Spain, & we have many Chinese speaking Spanish, quite a mixture!

If he hears both, he will speak both. If he hears both frequently, he will speak both perfectly. Which he hears more isn't really relevant, as long as hears each language a lot.
