Are they the same things I'm so confused I guess I need help on what to do.
Would I be better off just buying the game off e bay and a sega too

Actually they aren't the same thing an emulator is need to play the ROMs..do a web search for free roms you should be able to find it..

You can get roms using a shareware program like limewire. get it at www.downloads.com
