Building codes typically require handrails on stairs and platforms where there is a dropoff of a certain height.
If you should remove handrails that are required by code, you may have difficulty selling or refinancing your home until they have been replaced. When you do replace it, you will have to meet the version of the code in effect at the time you replace it (which can be considerably more expensive than putting back what you took down.)
Because there is quite a bit of variation in building codes around the country, you should contact your local building department for a definitive answer.

don't know if its illegal but trust me I slipped wearing socks on the stair carpet and the handrail saved me some serious damage as I was able to grab and not go any further.

Nope, it is not illegal not to have one. BUT... bear in mind you have a DUTY OF CARE in law towards any person in your house. When we moved into our current house, there was no handrail, I put one in, great when you are tired, bit sleepy, or in an alcoholically enhanced state........

There were so many woodworking plans with this collection and you will not believe this but there are over thousands plans in the one package deal. Go here https://tr.im/BBY4V
This is really something to find that many all together. For someone like me who is just really starting to get involved with woodworking this was like letting me loose in a candy store and telling me I could have anything I wanted. That was my dream when I was a kid.

As long as it is a private home, it is not illegal. However, if you have an invalid person or are renting rooms, you need the hand rail.

For safety reasons you should have one, but I don't know if it is illegal or not. If you rent a house through section 8 you need to have one.

national building codes states that if the height is less than 30 inches u dont need one.......ex: if ur porch is 29 inches off the ground then no, if u go up stairs and its less than 30 inches and not over 3 steps, then no...over that then yes u do need one....

It's not illegal, but you have to think of the safety of visitors such as young children or elderly people.
