Eyeliner alone can just make you look like a raccoon, especially if you don't do it right. With your coloring, I would suggest you try some eyeshadow and mascara to emphasize your eyes. Try shades of violet, bluish-gray, or silver for the eye shadow (that will complement your blue eyes) and use black mascara (it will look better than brown!), but not too heavily. Also, just a touch of blush (a rose shade, not too pink, not too brown) on the "apples" of your cheeks, from the center of the cheek outwards. That ought to be enough to emphasize your femininity without making you look overly made up. Unless your eyebrows are bushy or overly thin, don't do too much with them. If they are very pale, you can darken them a little with a brown eyebrow pencil, but don't overdo it. If they need shaping, pluck the really stray hairs but definitely do not over pluck. You may want to find a friend who does her makeup well and get her to help you with technique. Or take advantage of the people who do "makeovers" at department store makeup counters, but emphasize that you are looking for a natural daytime look. A little makeup subtly applied can make a huge difference. Too much makeup will just make you look slutty or stupid. When in doubt, use less.

I have a 25 year old that looks 16, and a 19 year old that looks 12 or younger. All these makeup ideas are good, a little color to your eyes and lips is a good idea. However if you look like a 12 year old boy makeup may make you look like a 12 year old 'gay' boy. I'm not trying to be mean, but the OVERALL look is what you need to focus on. STOP straightening your hair for one, give it some style and wave, maybe even some highlights. Your hair is your Crowning Glory, if it looks like a boys haircut then you will look like a boy. Thinner eyebrows are a MUST, mascara is a good idea to lengthen the look of them. Don't overdo the makeup, you don't want to look cheap. If you decide to wear foundation make sure you blend it into your neck and not stop at your chin making you look like you have a mask on. You don't have to wear foundation to put just a dab of powder blush on your cheeks, it can be added with or without foundation.

Bright eye shadows can make you look "trashy" on older woman. Red lipstick can be gorgeous but you cant over do your eyes and make your lips overdone as well. You usually should play up one feature at a time. Also smokey eyes should be more natural, with brown shades no blacks. If you must have eyeliner use a light brown and a brown mascara. To add a fresh young vibe to your look try bronzer dusted on you forehead, cheeks, nose, and chin. Also curl your lashes. I hope I helped.

eyeliner usually makes a lot of people look older but your already wear that maybe wear a little dark eyeshadow. as for eyebrows you can buy an eyebrow pencil to shade them in if they are blonde or if they are bushy save up 12 dollars and go to the salon and get them waxed. mascara could make you look older so just buy some from the drugstore to save some money. a little lipgloss with some darker pink color would help. experiment with it but dont spend tons of money buy cheaper stuff so if you dont like it you can throw it away =]

Mainly, you want to trim your eyebrows so that you don't have a unibrow and that they don't have random hairs growing through the part of your eyelid that has eyeshadow on it. If you have light spots, then use a brown eyeliner/brow pencil to lightly fill them in.
As for makeup, if you want your eyes to look bigger, don't put eyeliner on the side of your eyes toward your nose. If you use lower liner, don't put it on too heavy or you'll end up looking like Liza Minelli. (Do a google image of her to see what I mean. Eew!) And finally, don't overdo the color. Put on enough to enhance your eyecolor or outfits, but doesn't scream clownface. You want to look natural, and many teens tend toward imitating Barbie.

Be oh so thankful that you look younger than your age! It's a phase, I promise......when I was 14 yrs of age....most people thought that I was 11 or 12...I really hated that!!!!....but as I grew older....everyone still thinks that I'm about 10-15 years younger! : )

Make up does make you look older, so dont listen to that guy below me...
Anyways, maybe you should try to wear a little bit heavier (not TOOO much) and maybe ask ur friends/mom/older sisters how they do their make up

Wear blush, preferably shiny-ish. Put it mostly on the top of your cheekbones, but also lower down and on your entire cheek. Use mascara, but if you don't want dark eyes use clear mascara. Try light brown eyeliner on the bottom, and a light-but-noticable eyeshadow. You don't need a lot of anything, just a bit to define your beautiful features.
