Can anyone help me in Pokemon Silver?

After I cought the Red Gyarados, Lance wants me to investagate why the Magikarp are evoleving. I can't find Lance and where is he and what do I do?

You go to the shop above the pokemon center

Go to the houses back in the town. In one of the houses team rocket made a base and Lance is in there and so is his dragon. You have to go through there and complete it and then lance will give you an HM and he opens the way to the next gym.
