Hardly new, my friend. Since the 1970s, when they released patients from state mental hospitals onto the street, the craziness has become wide-spread. Those patients released were supposed to continue treatment on an out-patient basis at a community clinic - but many did not bother to do so.
I don't know about all of these newer forms of craziness (cutting, eating disorders, ADD, ADHD, etc.) Seems "they" want to label everyone.
