I'd say so. First, it's yet another instance in which Tifa puts up with Cloud's angst-ridden BS. She's stuck with him through everything, so you know she's a keeper.
Plus, Advent Children was, I think, a way of putting the past to rest. The scene at the end which shows Cloud and Tifa smiling at one another in the church as they're surrounded by the geo-stigma kids looks as if they both ready to quit moping and move on.

Cloud can be a little thick at times, but I don't think he'd let Tifa go after everything they had been through. And besides, if he did try to leave w/o her, she'd beat the crap out of him :) lol
