i dono if i fit every single catagory that you mentioned (that's a pretty perfect girl ><"), i'll pretend that i do so i can answer this..
sure, of course it's difficult. when you're approaching a guy, you have to make sure that everything clicks into place before striking up a conversation. what if he doesn't think you're pretty enough? or what if he thinks your personality is as flat as his balding english teacher?
It becomes difficult because, speaking from own experience, the girl makes it so hard on herself. unless she has a self confidence level that's out of this world maybe..

I think that approaching someone is uneasy no matter how confident you are, simply because you don't know how the other person will act. So my basic thought is..."you never know til you try"...
