Within every country there are people that respect the lives of others to a wide variety of degrees.
Some respect all lives, some only those of their country or race, some only of their family and friends, some only themselves, and some not even themselves.
So within each country their are elements of each veiw.
Unfornately, there are so many people in the world that don't respect the lives of other countries people (or even their own).
It's probably a tie between a bunch of African countries, N Korea, and others with dictators in power.
As popular as it is to say the US or Israel, I think that is definitely not the case. We are usually the one's giving money and aid to disaster victims around the world and trying not to hit civilians in wartime.
