No, there really is no such place. The short story genre is all but dead and gone. And really, you can either write or you can't. Get experience at your school newspaper, go to college and get your journalism degree. In addition, that field is not what it once was, and they starting pay is VERY LOW. I would not recommend print journalism as a major today.

There are online classes such as the WOW workshops given by Writer's Market.

I took one of their classes and loved it. Everyone has a user name (like here), so the comments are anonymous. Plus, there are rules of conduct (unlike here) so that criticism is constructive and non-abusive.

This site seems to do what your are asking for - I think you have to become a member and it costs £! to publish. I have not tried it myself yet, but am thinking of soing so.
