Yes and No.

There are lot of illegal video post on Youtube but when someone report abuse then they take it off, it happens every other minute on there site if you see recent videos they are not checked. it is impossible for them to go through all the videos so what they have done is if a user find a video illegeal they can clink on a button and report abuse and they take the video off.

keep that in mind when you post a video your computer mac address which is unique address of your hardware and your ip (internet protocoll) address posted also in background on a server. and they are obligated if authortes ask them to provide that if they have in there system saved.

and then they trace to your local isp and then they get you. but this is very unlikely unless you are hacking, killing or distrub video you post like child porn. but again depend where are you located.

If you meant by illegal video like have nudity then they aint going to arrest you for that.

If it was a minor offense, it may be unlikely that any law enforcement agency would waste time and resources to say, arrest someone for littering. However, if it is obvious who the person was who committed the offense, and it was also obvious where the suspect lived, someone in a police dept. who was bored or personally offended by the actions depicted in the video may make it his or her mission to go out and arrest the person. I wouldn't want to chance it.

If you are going to do illegal stuff best not to film it.

If you post a video of a crime being committed, you can be sure that it can be used as evidence in court.
