It depends on your requirement and it is just like choosing a spouse. What works for me may not work for you. The following are the best free pc to pc voice chat providers according to me - eachh has its own strengths and weaknesses:
1. Google talk http://www.google.com/talk
Pros: They are the best in voice clarity, the size of software is small and have simple interface. Works well in low bandwidth.
Cons: Lacks a lot of features like the conferencing and voice mail. Lack of third party products like USB phones
2. Yahoo! Messenger: http://messenger.yahoo.com
Pros: Overall best based on features according to me. Love the free voice mail, PC to phone calling at cheap rates and pretty good sound clarity.
Cons: Call clarity not the best especially at lower bandwith, overall it is slower to startup and respond, lack of third party products that works with messenger, too many spam bots
3. Skype: http://www.skype.com -
Pros: PC to Phone calling is free for within US/Canada calls(until Dec 2006), good call quality and above-average feature list. Very good third party product support including Vosky that allows you to make and recieve skype calls from your phone.
Cons: Voicemail which is an important feature is not free.
4. MSN Messenger (Now called Windows Live messenger) - Somehow it did not work well for me and stopped using it.
5. Globe 7 - http://www.globe7.com
Pros: Integrated internet TV, OK sound quality, free phone number for your PC
Cons: Too many ads, script errors, slow interface

Presumably you have a mic? You chat through Yahoo or MSN without using a site. Then theres skype - which puts an extra program on your PC. Skypes quite good and doesnt drop as much as MSN but I have never used Yahoo in that way. I forgot I use google talk too lol - thats really good (although I think you need a googlemail account to use it and you need to be invited to get one of them)
