Yes when somebody blacks out, tongue loses its rigidity and tends to fall into the throat. Since this is common, it's possible to asphyxiate this way, so the answer id yes.

Slightly untrue, yes the tongue can move to the back of the throat and block the airway; but you can not technically swallow it - it is quite well attached to the floor of your mouth.
