They could if they wanted to. They are so committed to the idea that violence is the answer that they will not. Not so long as they are alive.

Hamas was voted into power by palestinians and have a duty to defend their people. Hezbollah has two wings one political with 11 seat of 47 in Leb. Then there is the military which has guarded the border since Israelis left Lenabon. Shiikis suppot Hezbollah and make up 40% of population. Hezbollah has built schools, hospitals providing affordable medical care. They suffered when Isaeli army invaded Lebanon refugee camps as has the palestinians so that there is a bond of shared experiences and hate for Israelis.

The political wing of the IRA was part of the negotiations before they agreed to disarm. Israel will not talk to these groups until after they renounce violence.
The Catholics had the right to vote and could see a day when they could achieve power, in part thru a higher birth rate. Since most Palestinians are not "citizens" of Israel, they have limited political power.
There was a peace movement in Northern Ireland where people of good will on both sides participated. I think there have been assassinations on both sides of leaders that compromised with the other side.
