You are doing better than about 95% of English posters on this board already. Whatever you did to write this question, just keep doing that. You are well on your way to great English!

Also, try this book if you can order it:

http://www.amazon.com/gp/product/0887511112/sr=8-1/qid=1154184410/ref=pd_bbs_1/103-7467697-0807030?ie=UTF8

(it's available many other places)

For me I got French, Spanish, German, and Italian versions of the book (all by I.A. Richards). I was able to lean enough to at least read a bit in those languages. I also learned to speak a good amount of French.

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

do you want to read it or speak it? You learn any language best the same way you learned your native language -- by doing it. Be careful however if you have a person helping that the person helping you actually knows the language correctly -- you wouldn't want the worst educated, worst talking person teaching you Persian, so why get a similar person to help you with English.

Either go to the UK or US to study and be immersed in the culture.

If you can't, read and post here. That's how I'm improving my Spanish.

But just one bit of grammatical advice. You don't need to use a period (.) before a question mark (?)
