How can I restrict my hard drive, cd-rom etc and other important files and folders from my other users of computers.

encrypt them. password protect them. don't share out your drives on a network.

If you are running Windows XP this is true by default, unless someone set up sharing in the past.
One thing you can do is go to your internet connection and remove "File and Printer Sharing" - but I think that might keep you from seeing things on other computers, too.

just change their accounts to limited accounts
