They must lack confidence or either want people to notice that they are wearing new shoes. I glance down every now and then because I have fears of tripping over cracked sidewalks and stepping in gum or dog crap but I keep my head up and stay alert at all times.

because I am not coordinated and i would trip infront of a dude when i walk past him.unless i look at my feet

Its only because of the respect they have towards others and also makes them graceful when they walk past. I have also observed this.

maybe because they dont' wanna look at you and give you the wrong message.
i don't look at my feet though, i have to look ahead or else i'm gonna fall in front of you.
