It's black mold, usually found after flooding, or in areas that stay moist all the time. I suggest it isn't life threatening unless of course you have severe reactions to mold,,,but it isn't a healthy situation either.
Bleach or clorine will temporarily kill it, but being that it's an exterior issue, It seems that it isn't going away.

Not knowing the type of siding, I suggest any siding that's a composite, like Hardi Plank, or wood based, will eventually attract any sorts of mold, mildew, algae.

It sounds like a slime mold which "grazes" on some substrate (like siding, lawn grass, tree stumps, anything really that has a film of algae on which to feed. Slime molds will actually travel, changing locations completely. When it has eaten enough to sporulate, it changes color and texture, matures and dries out. They do this often in only a few days. Slime molds are not known to be harmful,. Some black molds (fungi) are however poisonous. Get an expert to ID it.

It is most likley mildew, get a hose end sprayer with a little clorox in it and hose it down, the world is full of such things and they are not too dangerous. The area it grows in may be staying too damp and you might try opening it up to the sunshine and fresh air a bit.

i believe it's a type of mold and if the side of the house is brick or block or cement i would spray the mold with clorox bleach to kill it clorox also works as a good weed killer just dont use around animals
