The "billling record" of the person that called you shows an approximate location based on the cell site (large ugly antennas that are seen around highways and major roads) that the call originated on. Typically this would narrow down the exact location to about two miles or so. This is how the police track down criminals. It is proprietary information that is used by the phone company mainly to troubleshoot problems in the coverage of the phone system. The information is there, but is not available to anyone. If the person is harassing you or committed a crime of some sort, his number can be traced by official personnel.

If it's what's known as a Phase I phone, the 911 center will see a generalized location in respect to the cell tower which picked up your call. It might show them something like (5 mi. NE 123 Main Street, Anytown, CA 00000) This tells them, if they need to find you, that your phone was within 5 miles of the tower and that you are North by East of it. Phase II phones, however, the more-common now, are gps enabled. When you call 911, the operator will receive the nearest mapped address to your phone, as well as a spot on an electronic map, which is accurate enough that they can tell which house you are in if you call from a fairly-crowded subdivision. As of last I knew, phone carriers will no longer activate a phase I phone. If you still use it, you are probably ok, but if it does not have service and you try to activate it (such as to replace a broken phone with an old one) they will not activate it unless it is phase II capable.

Some phones have the ability to be tracked by a built in GPS locator within the phone. A few days ago on my local news, some guys got busted for robbing a cell phone repair shop because the workers tracked the built in GPS on a few of them. I think Nextel has them built in, I'm not sure about other brands. But you have to be a customer to use the service.

Some cell services provide this service, but only for their own customers. You can get a phone from Sprint that you can track on-line and many parents do just that with their kids.
You can't just track anyone though.
