You do not need any license to own a car. There are many people who, for whatever reason, own cars but are not licensed to drive. An elderly person may own a car, and have others drive it for them, leaving them with some pride. A disabled person may own a wheelchair lift equipped van, so that it is easier for someone to tale them places.
You can buy a car without any problems as long as you are of legal age!!

Yes you can buy a car, but you will want to take someone with you with a valid license if you want to test drive them, they might not let you if you aren't covered right now to drive at any time.
All you really need is proof of insurance.

ANYONE can BUY a car.. a 10 yr old kid with enough money can buy a car for cash... he couldn't fincance it or drive it but he certainly could buy and own a car.
