You don't. At least not into the US or Canada.

Certain licensed and registered importers can import certain non-confirming vehicles into the US and modify them to meet US specs. Private citizens cannot do this at all.

No non-conforming vehicles are allowed in to Canada at all, except for temporary visits. Even then, some vehicles will require you to post a bond of up to 4 times the value of the car upon entry. Late-model air-cooled VW Beetles from Mexico are a good example of that.

Through the D.E.A. I'm sorry to ask but what would be so special about the vehicle - it's an adventure spec? Pardon my tone but the amount of trouble the paper work'll cause you, it just isn't worth the pain - unless there's something else you're really trying to import. That's what the fine folks down at Department of Motor Vehicles will tell you. And as an industry insider I'll tell you that nobody will treat you like a customer once the vehicle is in the new country. You brought it in, you take care of it they'll tell you. Trust me.
