In early fetal development, that body resorts to a default development pattern initiated by one of the X-chromosomes. It isn't unitl later in development that the second chromosome, be it X- or Y-, begins to express itself and influence the hormone production which determines gender. The template calls for basic mammary structures, but develops and differentiates later on.

Biology, they have the capasity to produce milk, they are not developed and would requier the producton of hormones to get milk production started.
Man and Women shaire almost identical bodys, except for reproductive orgens, a few bone placements, and hormone production, it's identical

Hey did you know that there is milk present in the breasts of new born babies - both male and female, and this remains for a month or so. Sometimes it becomes necessary to express it otherwise it becomes hard and painful for the baby. I wonder how!!

Actually they are pectoralis Major Muscles. Same that a women has but what men do not have is the hormones that make them bigger.
