Biology, they have the capasity to produce milk, they are not developed and would requier the producton of hormones to get milk production started.

Hey did you know that there is milk present in the breasts of new born babies - both male and female, and this remains for a month or so. Sometimes it becomes necessary to express it otherwise it becomes hard and painful for the baby. I wonder how!!

Actually they are pectoralis Major Muscles. Same that a women has but what men do not have is the hormones that make them bigger.
