I agree with you however there ar places like that in parts of mexico and unfortunalty the problem is not lack of jobs. the problem is lack of income. what i mean is, although in many places there are plenty of jobs, the people are still getting paid crap. its their economy not the fact that there are no jobs and no you are not naive and to everyone else please no harsh words for my answer the asker was being civil show the same respect and be civil in return

Actually, most of the big cities already have those things. And unfortunately, the problem is a bit deeper and complex then that (although, I like your thinking). What needs to happen is the Mexican government needs to strength itself, collect more taxes, and build a proper infrastructure. They just don't have the power, money, or resources to create a system in which companies (especially small ones) can thrive.
They just need more time. NAFTA has helped them a great deal and will continue to benefit them more then us for the next couple of decades. In time they will figure out how to properly run this thing called government and will hopefully get their act together. Until then, we just have to do what we can to help them. Besides, who would you rather be in business with: China or Mexico?
Also, remember to be kind but firm with immigrants. 90% of this country is less then three generations removed from the US. In most other countries we would still be considered new. Our country was founded on the hard working backs of immigrants and will always be powered by them. They are what keep our economy moving - whether we like it or not. Lawmakers know this and would never do anything to harm in percentage of people who come into this country illegally. That is why they're worried about the boarder. Very few people sneak across the boarder - almost 8 in 10 come legally and just overstay their visa or permit. If it were a real problem that we needed to deal with, lawmakers would have gone after the bigger number. But they understand the reality and decided to just use the small bits crossing the boarders as an election year issue.
Mexico is our neighbor and we can choose to help her or shut her out. History has taught us that very bad things happen to countries over time when they are unforgiving to their poor neighbor. The right public policy thinking is along the lines of what you suggested. The need reasons to stay, work, and help their country become successful. Plus, they can be one of our biggest alleys in keeping America strong. Want to limit China’s power? Stop buying oil from the Middle East? Stop getting tech support from India? Then do what you can to help Mexico and Canada. Because, personally, I would rather trust my neighbors then anyone else.

The corporatist and the Church are making too much money from illegal immigration to give up the status quo. The only way it will change is if we start prosecuting the Corporatist, Church and unscrupulous politicians.
You have a really good idea, but it is much too far into the future. We need immediate results. We won't be able to do any of the things you suggest until we take the profitability out of the illegal immigrant issue.

It's a good idea in principle, but here's what you need to consider. Example: If you build a Walmart in a remote area of Mexico and you employ x many people and you pay them a fair wage, you still have to make a profit from the sale of the products that you carry. The community as a whole has to be sufficiently wealthy to buy enough of the products that your Walmart store carries in order for it to survive. It costs a lot of money to run a business. Think of electricity, taxes, health insurance, transportation of products, waste removal, sanitation, etc etc.
So while your idea isn't bad in principle, it isn't enough. There have to be other businesses there, there have to be schools there to produce skilled labour, there has to be other infrastructure there, like reliable roads and utility plants, etc.

Mexico has some of those places now. The immigration problem won't be solved until Mexican government starts taking care of its citizens.

mexico needs to provide jobs for their own citizens it is not americas responsiblity. I understand that jobs over there only pay very small wages, but that is because of their government. Again not our problem. Send the illegals back where they came from they have no right to be here.

i came To the us for all the free stuff if i have a kid here i get social security and food stamps $500 per month or more all my health care and schooling is free i Can work and send all my money back to Mexico where my family is building a mansion
why wouldn't i want to come here
a bonus i get a lot more from selling drugs to your kids

you forgot to mention! will those Mexican get paid in $ amount?
and you also should know that NO one will do business over seas except for one reason and that is cheap labor.
i dont know if your idea is doable.
