I t is either diatoms or cyanobacteria (a precursor to more modern types of algae). Normal for a new tank. The best way to deal with it is it
1. Increase water flow
2. Shorten the time your lights are on every day (replace bulbs that are more then six months old as they start to emit a light spectrum that is beneficial to that type type of algae
3. Stir up the sand every other day and blow off you live rock with a turkey baster and remove floating particles of it with a net.
4. Do a partial water change with R-O water

the guy above me is correct, its something all new tanks get, doing what he says shall get rid of it, make sure you use r/o like he said to further reduce the algae bloom (usually most local fish stores should have it) also change the carbon in your filter if you have one.

First did u try getting a new tank or just clean it(if its big get some help)

You may have a form of black mold and i would get it tested very quickly as black mold is very toxic.
