When Julius Caesar became the Roman dictator, the calendar was in utter confusion.
He reformed the calendar. He made 7 months of 31 days and 4 months of 30 days and February had 28 days.
He introduced the leap year, by adding one day to February in every fourth year.
But it was not added in the last day as we do now.
However it was Julius Caesar to introduce the month February to be the month for adding a day in the case of leap year.

If you go to my 360 you'll see a lot of information gathering about time and leap year.
Leap year is Februaury because it is not only a confining year, confining the previous three but it is also the month relating to the beginning of time. The 5th year of each cycle is the new year of each cycle=continuance.
Electromagnetism is 3 and time confines electromagnetism within 4.
Also, if you look at the images I am creating in 360, you'll see how it is the February at the 4 created =4th hour to the day. It's perfect opposite being November=11=2. November is the 22nd hour to the day which also comes back to the 4 and time.
You really do need to read in my 360 to find some understanding to this but leap year is for confining electromagnetism.
4=time so it is time confining electromagnetism
It's no coincidence that my work shows the 4 on February, working with perfect opposite relevance
Also, my work shows how the Fibonacci numbers are actually created by the months to become hours of the day

Because it's the shortist month of the year, a year is 365 days and 1/4 and because of that 1/4 every 4 years so our calander doesn't go out of wack we add the extra day. = )

This is a republican plot devised by the evil men of the government to steal the days missing from that month. They have invented a "thing" that turns these many hours into money. Time is money.... as they say. Well now it's actually possible for these dark forces to profit from the untidy parts of the calendar.
The thing is that they are our days and hours and I personally have not seen one dime of this loot. As always I feel done over by these insidious neo-cons. Their greed is distasteful at best. I want my bits of February back!!!!! Thieving thugs!!!!
THAT is why we have this 28 day thing.

Its an evil corporate plot. People want the extra day in December but since many companies close between Christmas and New Years, this would mean an extra holiday every 4 years.

I searched a lot around in the web... i dont think there is a scientific reasoning for the leap years to happen on february.

Leap years do not happen in FEb but as Feb is shortest month they add one day to it

every year is actually 365 days and 6 hours.
every four years we adjust a day, thats all, you could even do it in december or july,
but the practise has been feb so it is followed without change

i actually became assume to be born on February twenty ninth, 1992. So my mom became brought on to evade having a bounce infant.. yet.......My pal became born on February twenty ninth, 1992. and he or she basically celebrated her bday march 1st rather, and thats also at the same time as she legally were given her license.
