i think its basically due to the fact that you don't know its a wrong number until someone answers ... and if someone answers then the line wasn't busy

Sometimes it is.
It's just that it is uncommon in the first place for the average phone to be busy 50% of the time plus top it with the fact you don't dial wrong numbers everytime you touch the phone.
The odds are against you when you dial the wrong number and it's busy.

It is common with all other things as well, wrong people,wrong friends, wrong relatives, wrong office colleagues are also never busy or engaged!!!

OBVIOUSLY!!!!! THE LINE IS NOT BUSY THAT IS WHY YOU GOT CONNECTED.....
PROBABLY THERE ARE TIMES THE LINE IS BUSY BUT YOU GOT A CHANCE TO CONNECT LATER ON AND JUST TO FIND OUT THAT YOU'VE DIALED A WRONG NO.
