Yes, they are called hermaphrodites. When we are first developing, our bodies contain the genetic code for both male and female. At some point during pregnancy, we become either male or female. Most of the time.
Sometimes, the process gets "stuck" and the development of the female reproductive organs does not fully occur. This results in a person with upper female reproductive organs, and lower male organs.

A hermaphrodite is NOT the same thing as a "shemale""!
A hermaphrodite has both the primary male and female reproductive organs (although rarely both working). A "shemale" has only male reproductive organs, but the body of a woman. The breasts are not scientifically considered primary sexual organs, and play no role in reproduction.
Yes, true shemales are not that unusual. The condition happens naturally through genetic malfunction, although it is still fairly rare. Statistically, it is thought that about 1% of the total world male population has this condition to some extent.
Most of the "shemales" that appear in porn sites are not natural, they are simply transexual men who have had some breast enhancement surgery.
