I live in Baltimore, so I am biased, but I will try to explain why Baltimore would be a better choice regardless. The main reason is size. Baltimore is a smaller city, but more than that, it is more compact. What I mean is that most of the things in Baltimore are close together, while Philly is more spread out. You wind up having to travel more there, whereas in Baltimore almost all the major attractions and dining are clustered around the Inner Harbor area. The Aquarium, Science Center, Federal Hill, Little Italy, Harborplace, and several museums are all within walking distance, as is M&T Bank Stadium for Ravens games. A shirt cab ride (I do not recommend the water taxi in November) takes you to Fort McHenry or Fells Point (major club and nightlife area). There is also PowerPlant Live, and entertainment and dining area next to the Innner Harbor, the ESPN Zone (Ok food, fun adult games), as well as many shopping opportunities. If you were to stay at the Hyatt, Sheraton, or Marriot in the Inner Harbor area, you would be right in the middle of all of this.

While Philly has similar attractions, and even more historical flavor, the attractions are spread more, and less are in walking distance. In two days, you would lose a lot of time (and spend more money) just getting to the places and things to do.

I'd go for Baltimore any day. First of all, the Inner Harbour is chock full of things to do...there're interesting ships to go aboard (everything from the Constitution to a submarine), the Aquarium, which is wonderful, paddle boats (in November the weather is still warm), The Maryland Science Center, Fort McHenry...which inspired Francis Scott Key to write our national anthem, wonderful interesting shops and great restautants...and that's just one tiny part of the city.

I would do one day each. You can do the Philli historic district in one day easy. Ditto with Baltimore. It's probably going to be crap weather in November anyway and not so much fun to walk around outside.

I would say go to both philly and baltimore ain't that far from each other
