Pop ups are pop ups, they've got nothing else to do but pop up.
At the end of the day making a perfect antivirus programme will not be good for business. All you need to do is keep on geeting those antivirus programmes because the pop ups will continue poping up.
Go to a computer shop and ask them .

If you are using IE, change the pop up filter level to high
Go to Tools>Pop-up Blocker>Pop-up Blocker settings
or use a popup blocker like SmartPopup blocker
