no, low-fat milk is processed (emulsified) then the remaining fat is skimmed, this is done many times to assure 0%, less for 1%, and even less for 2% milk
whole milk is just fat in liquid form

Any milk that you skim the cream off has less fat,it's not necessarily fat free though, thats like water. Your body needs some fat to be healthy, it choosing an balancing what kind of fat and in what amounts.
