There is a situation where a couple of tenants at a housing complex is disrupting sleep with loud music, littering on the property and the landlord has been informed but is not acting on the information. The tenants being disturbed would like to petition the managment company.

The police have already been called on numerous occasions, the landlord already spoken to, the tenant also, he's trying to intimidate me, I want the landlord to do something. He not only disturbs me but also the tenants surrounding me. I need to know how to start a petition so that the landlord will make the next move. I can continue to call the police and will, the tenants stops the annoyance and then comes back once they leave. The problem remains.
