First thing to do is come up with some sort of plan. Here are some important questions to ask:
1. How much can I afford to spend?
2. What does my car do well?
3. What do I wish my car could do better?
4. How much time and mechanical skills do I have?
5. What parts are available off the shelf for my car?
6. How important are practical issues like gas mileage, reliability, and warranty?
Often, you can get better results by playing to a car's strengths than trying to make up for its weaknesses - for example, it's a bit cheaper to make a '67 Chevelle have 400 hp or a '92 Civic handle well than it is to build a 92 Civic with 400 hp or make a Chevelle nimble enough to beat that Civic on an autocross course. The latter two goals are not impossible, just ones that take more time and money.
Once you've decided on your goals, I'd suggest getting a couple books on performance mods or visiting a few car forums that cater to your particular car model.
