if someone actually constitutes a threat (like they're planning to blow up a building or something menacing like that) then you want to contact the police. Otherwise, leave them alone. No one is allowed to conduct authorized searches without a warrant, and private citizens can never do so. So before you go meddling around and get yourself in trouble, try to think rationally for a moment, and if there's nothing worth calling the police on, then leave well alone.
