Why do birds suddenly appear, ev'ry time you are near?
Just like me, they long to be close to you.
Why do stars fall down from the sky, ev'ry time you walk by?
Just like me, they long to be close to you.
* Oh the day that you were born the angels got together.
And decided to create a dream come true.
So, they sprinkled moon dust in your hair of gold,
And star-light in your eyes of blue.
That is why all the boys in town follow you all around.
Just like me , they long to be close to you...

After reptiles come to earth from the water, some species begin to try to conquer the air so they can access to the tall trees. The development of wings and structures to stabilize the flight (feathers, e.g) did help in the colonization of new grounds. Besides, birds started to act as a vector of movement for other kinds of beings.

To Lady Jane: It's "...On the day that you were born, the angels got together and DECIDED TO CREATE a dream come true."

To i_martindale: You stole my answer. But, I would have added a comma after the dependent clause.

To asker: I think that Richard Carpenter meant it to be a metaphor for the hightened sense of well-being that surges through us when a lover approaches.

Hmm. Birds just don't suddenly appear unless one is hallucinating lol. They might fly past while migrating (usually in flocks) or something may have scared them or made them jump. I love it how they all jump simultaneously-find that amazing timing!
