i have heard there are a type of mobile nombers that owner cant call and just the others can call him..is it right?

Yes! I you don't have sufficient balance(in terms of money) in your SIM to call, but your validity(period of time) is not over, then you can receive calls till that time period, but not make them.

Example-- Your SIM is charged with Rs. 1000, which is valid for 1 year say from 1 JANUARY 2006 to 1 JANUARY 2007.
If you make calls or use internet, or send messages & those 1000 rupees are finished, say on 6th of June, then, still you can receive calls from anybody till 1 JANUARY 2007.

P.S> If you want to make calls again, then you have easy recharge option, which will update your SIM with money only with the same validity of time.

NO its not right,

There aren't such mobile in INDIA where there is only incoming facility.

It is true about phones(landlines), but I don't know about mobiles.
