What are the politics that seem to be involved with Emmy (TV) nominations?

Is it just me or do Emmy voters just tend to get in a rut and vote for the same type and same people year after year. I know I am sure disappointed that Hugh Laurie wasn't nominated for his performance in "House." And yet he won a Golden globe for it las year!

The snub of Hugh Laurie upset me too - I LOVE HOUSE! :) There's a lot of other actors that didn't get nominated that should have, at least according to the experts and all. I don't think the voters know what they're doing anymore, it seems they change the criteria and rules each year...
