Not even knowing the phrase, I would say that the correct term is: The wind blows dear.

If it were the wind blows deer., This means the wind is blowing 4 legged deer, animals, all over.

If it were the wind blows diar, diar is not even a word. I think you meant dire. Dire means of the utmost importance.
So the wind blows dire, means that its utterly important that the wind blows. Since it is not, it would have to be, by the process of elimination, The wind blows dear.
