W3C is the standard everyone should adhere to. Its the organisation set up by Tim Berners Lee, the bloke who invented html and is widely recognised to be one of the founding fathers of the WWW.

When you create a website you should validate it through their online validation tool for html and css, this ensures that your site parses correctly with browsers and therefore displays properly for the end user.

There are many ways to boost your standings with search engines, such as meta tags, using optimization tools etc but from what I've seen, making sure your website is well constructed,fully functional, cross browser,os and user resolution compatible, and conforms to W3C standards is the most effective. Think about it, you could have a fantastically artistic site but if it doesnt look the same in IE as it does in Firefox or doesnt display as well in 800x600 resolution as it does in 1024x768 whats the point??You would automatically be excluding a fairly sizeable chunk of your market. In effect, you may be at the very top of the standings list but not be reaching as many people as you may think.

There is one thing that currently works--and this is constantly changing--erect a network of websites that refer (link) to the one you want to promote. That is just one of several hundred things you must do, though.
