It depends on the context. If you are at an event, talking about what you are doing/watching could be a start. At least you know you have one thing in common. At a party, you can chat about how you both know the party organiser. Bars are more difficult, as you are stuck with the old "Do you come here often?", but maybe it's old because it works. In bars, it's probably best to just ask if she would like a drink and take it from there.
