There is no leagal maximum or minimum, just what training organizations reccomend. Most will say that 2 divers are maximum for a buddy team, and I agree. PADI advoctes this, in their course . Whoever says three is absolutely wrong. One of that 3 is always going to be the forgotten diver as far as safety and buddy checks. The old "I thought you were watching him" syndrome.
There are also a few agencies that are starting to offer courses in solo diving. I have the SDI solo cert as well as my unrestricted surface supplied , so being by myself is just fine. The solo cert isn't a bad idea, I've been on some dives where that warm water certed "buddy" is the one that's likely to kill you, not the dive environment itself. Now I just watch them shoot to the surface and take my time getting to them. No point in two divers hurt.

Two, you and your buddy. Three person diving teams are not usually recommended, as it is difficult to keep track of more than one person. The third person could be having a problem while the other two are keeping track of each other. It is best to go in groups of two, so everyone has their own buddy.

You can always dive by yourself, but three is best.

If one gets in trouble, and can't get out with help from the other two, then one can go back while one stays.
