I think it is normal for your mind to explore both avenues and I am not sure I would label it confusion.
One way I have found that always works is just before I go to sleep at night, I think about a decision I have to make, once you start the thought process, your mind will take over and go into auto mode in that you are not prompting the thoughts, they are coming automatically. This is good and normal, and I find that after a good nights sleep, I awaken with a strong feeling as to the correct answer or choice.
The conscious and sub-conscious minds are very powerful, and sometimes we interpret the auto thought process as confusion, but rest assured, they know what they are doing. It would be kinda like you looking at the program command sets on your computer screen as it makes computations, now that could be confusing.
As one of your other respondents said, listen to your little inner voice, and you will never go wrong, whereas the opinions of others can create some real confusion and mislead you.
I did notice you make specific reference to Mumbai but make a general statement about going abroad. Perhaps you could choose Mumbai, and go abroad on vacation sometime.

You already know your answer. Pay attention to the little voice within...it will tell you...and then you can commit to it and do what you must.
