He was pardoned by President Gerald Ford. (It was hardly Ford's "first act" -- it came September 8, 1974; Nixon had resigned on August 9.)
Ford himself explained why he thought it best to pardon Nixon so that the COUNTRY would not be dragged through all the proceedings for years to come. (This, I think Ford knew at the time, would hurt him politically and may have cost him the election in 1976, but it was a reasonable, conscientious decision.)
