It depends on if you have the structures set up, clubs and management to offer the game to the general public. Ask around, if there are any ex pats Australians, New Zealanders and whether there are any rugby clubs with an active rugby competition.

Australia. Because there is so, so much more depth there are more grades of competition and more clubs to choose from.

Grades range from 1st grade club rugby (where you get payed to play), to the novices.
