It's a line from a film called "Apocalypse Now." In addition, it was also a track on the Clash's 1980 triple album "Sandinista!".

Maybe it was in regards to Charlie Manson. I recall seeing GnR in concert and Axl wore a Charlie Manson t-shirt.
