It's an instant messaging system that came out in the late 90's. AOL bought the company and developed their own IM which was much more streamlined and worked a bit more efficiently though it had fewer features. Some people still use ICQ, but probably not as much as before. It along with IRC were the old school ways to chat online.

ICQ is an instant messaging computer program, owned by Time Warner's America Online subsidiary. The first version of the program was released in November 1996. The name ICQ is a play (an oronym) on the phrase "I seek you".
