He wrote it for his son after he died when he fell out of a window. He's saying he shouldn't be in heaven and that he should be here living.

Tears in Heaven is about Eric Clapton's son who fell out of a hotel window and died. The song is referring to Mr. Clapton arriving in Heaven to finally be with his son again. When he sings "... don't belong here in heaven..." I believe he means that his son does not belong there because he was too young to die.

After his young son died Eric felt that life wasn't worth living and considered committing suicide to join his son [in heaven]. He wonders if his son will recognize him in heaven and help him to get over his sorrow and his tears there. Clapton finally recognizes that he can't join his son (i.e. commit suicide) and that he'll have to face his sorrow on earth, hence no tears in heaven.
In the song Clapton acknowledges his belief in God. He recognizes suicide is a sin. He teaches us how to grieve for those we love and have lost, and how to find strength when we are at our lowest. He assures us that there is peace after death.
Through his song Clapton comforts his audience and helps them to work through their own heartaches, while at the same time moving through his own grief. It's a remarkable achievement for only two minutes of time.
