He said it a couple years ago when asked about Iraq's infrastructure and how the global community would go about a "war on terror".

And I know it sounds outrageous that he'd say anything positive about education, but I'm trying to find out for some research to back up my point that he'd rather spend money in foreign countries than here in the U.S.
