has anyone notices that on windows it says windows is shutting down. why not the plural form?

Because the tradename Windows (please note the capital W) is a singular entity (proper noun) and not the normal windows (note the small letter w) that is used as a noun to denote the holes we put on our walls to let light in.

Seriously if you want to pick at Microsoft, you should point out that the correct message should be "Your PC is shutting down" - because that's what is happening. In older days, windows can shut down but your PC stays in the good old DOS mode - which has sadly become absorbed as a second class citizen now in the new windows platform.
